Philippe Dallaire
FounderPhilippe Dallaire has spent 20 years running businesses and building technology — as a VP, a director, a CTO and a founder — with teams in Canada, the United States and Southeast Asia. Much of that time was spent answering tenders, some running well past 300 pages of documentation. The hard part was never the writing. It was keeping the team on schedule, knowing who owed which section, and catching the addendum, the missing form or the buried clause that gets a good bid thrown out on a technicality. Offra is the tool he wanted back then: twenty years of bidding experience, merged into one product.
